Civil Aviation Training Center




        Civil Aviation Training Center, Thailand, state enterprise under the Ministry of Transport, the first and only aviation specialized institute in Thailand to have recognized by the International Civil Aviation Organization (ICAO) for Regional Training Centre of Excellence (RTCE) status as part of the ICAO TRAINAIR PLUS Programme. CATC officially received accreditation on March 19, 2021 in two areas of expertise; Air Navigation Services, and Flight Safety and Safety Management.

       The ICAO TRAINAIR PLUS Programme aims to enhance training centers’ competence in the development of aviation personnel, operated by the Global Aviation Training (GAT) under the International Civil Aviation Organization (ICAO). It focuses on developing the capability of aviation training institutes around the globe to meet the requirements and standards of the International Civil Aviation Organization (ICAO). Currently, there are more than a hundred aviation training institute members from all over the world. Out of that number, only the CATC and the other 20 institutes have been recognizing as RTCE members. Being accredited as an RTCE member will make CATC more internationally recognized for its quality by the aviation industry. Recognized as RTCE allows CATC to increase the potential of training, learning systems, and curriculum development to meet international standards, to attract both domestic and international trainees as well as business opportunities. It’s a pleasure and honor to bring pride to the Thailand aviation industry, as the essential institution for the production and development of aviation personnel that allied with international standards. We produce professionally skilled personnel who can immediately work in the aviation industry both domestically and internationally. It will build a reputation in trustworthiness in the aviation industry for Thailand as an aviation personnel development hub in the Asia-Pacific region.

          CATC has been joined the TRAINAIR PLUS Programme since 2012, starting as an Associate Member. Then has successfully proven its competence in developing ICAO Standardized Training Packages (STP) and being promoted to be Full member status in 2015. In 2018, CATC began implementing a plan to upgrade its TRAINAIR PLUS membership to be recognized as Regional Training Centre of Excellence (RTCE) by continuously improving its qualifications in several areas, such as course development personnel, standardized training system, including other training-related systems until it was officially upgraded to the Regional Training Centre of Excellence (RTCE) on March 19, 2021. This RTCE accreditation is beneficial reliability in four aspects as follows:

1. To Nation
     – Thailand has gained trust and confidence from the global aviation industry that the Thai government fully supports organizations within the aviation industry.
     – Tourism income and other expenses from foreign trainees.

2. To Other Domestic Aviation Service Providers
     – Organizations’ personnel will gain knowledge and skills from quality courses and training systems.
     – Organizations’ personnel will be certified to international standards.
     – Reduce the organization’s investment in human resources development.
3. To Students / Trainees
     – Gain knowledge and skills from quality courses and training systems that allied with international standards.
    – Access to training courses at an affordable price and save traveling time.
4. To CATC
    – Reputation – to be recognized by global aviation industries.
    – Increasing revenue from course licensing sales and delivery of ICAO-level training courses.
    – CATC’s instructors who are certified by ICAO can train for other TRAINAIR PLUS members.
    – Develop aviation personnel to have higher potential with fewer resources.


               At present, CATC has three Authorized Training Organizations (ATOs) subject to intensive audits on our training quality from the Civil Aviation Authority of Thailand (CAAT) and the TRAINAIR PLUS Programme. We have a course development unit with three ICAO-certified course developers (ICAO Qualified Course Developer: IQCD). We also produced three Standardized Training Packages (STPs), which are available in ICAO Course Library and ready to deliver to TPP members all around the world. CATC shall continue to develop internationally standardized courses to serve global aviation personnel onward.
